The threat of an electromagnetic attack

Why the Electric Power Research Institute is wrong about the peril in an attack on the electric grid.

ANALYSIS/OPINION:

After President Trump announced his new National Security Strategy (on Dec. 18) — that for the first time gives deservedly high-priority to protecting the nation’s critical infrastructures from electromagnetic attack — the Electric Power Research Institute (EPRI) launched a media campaign promoting their bogus studies grossly underestimating threats from electromagnetic pulse (EMP).

EPRI, the Edison Electric Institute and North American Electric Reliability Corporation are funded by electric utilities to serve their political interests.  They churn-out “junk science” studies dismissing or minimizing electromagnetic pulse threats to avoid government regulation requiring EMP protection of electric grids.

The Electric Power Research Institute falsely claims high-altitude electromagnetic pulse attack by a single nuclear weapon could not blackout all or most of the contiguous United States, only a few states would be effected, and few if any transformers would be damaged, giving hope for speedy recovery.

These gravely unwarranted optimistic findings contradict long-standing electromagnetic pulse threat assessments by the Defense Department and recent threat assessments by the Congressional EMP Commission.  The Electric Power Research Institute grossly underestimates electromagnetic pulse field strengths and overestimates grid survivability.

The Electric Power Research Institute’s rosy view of EMP is not only technically unsound, but intellectually dishonest. Its two “EMP experts” — Paul Manning and Randy Horton — have no expertise in electromagnetic pulse phenomenology and effects; never worked professionally on electromagnetic pulse for the Defense Department, intelligence community, or any defense contractor; and either have not had access to classified information, or have ignored classified data contradicting their very benign misrepresentation of the electromagnetic pulse threat.

Strangely for analysts seeking truth about EMP, Mr. Manning and Mr. Horton never asked the EMP Commission to review their work. Indeed, we had to write a letter to the Electric Power Research Institute for a briefing. The EMP Commission warned them their analysis is erroneous — and offered correction.

This nuclear-explosion simulator shows where radioactive fallout would go using today’s weather

  • Nukemap lets you simulate nuclear explosions on an interactive map.
  • A science historian created the tool years ago but recently updated it.
  • The new version uses real-time weather conditions to estimate a blast’s radioactive-fallout zones.
  • The new version can also export data to 3D mapping software like Google Earth.

Imagine a 150-kiloton nuclear bomb exploded in the city closest to you.

Do you know how the city, its surrounding region, and its inhabitants would be affected? If you can’t think of much more than “a lot of people would die,” you’re not alone.

“We live in a world where nuclear weapons issues are on the front pages of our newspapers on a regular basis, yet most people still have a very bad sense of what an exploding nuclear weapon can actually do,” Alex Wellerstein, a historian of science at Stevens Institute of Technology, wrote on his website, NuclearSecrecy.org.

To help the world understand what might happen if a nuclear weapon exploded, Wellerstein created an interactive browser app called Nukemap.

“Some people think they destroy everything in the world all that (sic) once, some people think they are not very different from conventional bombs,” he wrote. “The reality is somewhere in between.”

To illustrate that, Nukemap lets you build a hypothetical nuclear bomb and drop it anywhere on Earth. The software uses declassified equations and models about nuclear weapons and their effects — fireball size, air-blast radius, radiation zones, and more — to crunch the numbers, then renders the results as graphics inside Google Maps.

Preset options let you pick historic and recent blasts, including North Korea’s latest test explosion and Tsar Bomba, the most powerful nuclear device ever detonated. The tool can even estimate fatalities and injuries for a given weapon yield, altitude, and location.

The first version of Wellerstein’s tool came out in February 2012, but he upgraded it to version 2.5 this month. Users thus far have set off more than 124 million explosions in Nukemap.

Nukemap 2.5’s new features let you see where a cloud of radioactive fallout might drift based on local weather conditions. Fallout refers to the dirt and debris that get sucked up by a nuclear blast, irradiated to dangerous levels, pushed into the atmosphere, and sprinkled over great distances. The updated tool also lets you export your scenarios, load them into mapping software like Google Earth, and explore them in 3D.

“I hope that people will come to understand what a nuclear weapon would do to places they are familiar with, and how the different sizes of nuclear weapons change the results,” Wellerstein wrote on his site.

Picking a bomb and a target

We decided to test Nukemap 2.5 using its preset for the North Korean government’s underground test blast on September 3.

Some experts think that device, perhaps a thermonuclear bomb, yielded an explosion of roughly 150 kilotons’ worth of TNT. This was the country’s most powerful nuclear explosion to date — about 10 times as strong as the Hiroshima bomb blast of 1945, which caused some 150,000 casualties.

We started with San Francisco, since according to Missilemap — Wellerstein’s companion tool to Nukemap — the city is within the estimated range of Hwasong-14, North Korea’s newest and farthest-reaching intercontinental ballistic missile.

Blast effects

By default, Nukemap assumed a 150-kiloton-yield warhead would explode 1.03 miles above the city.

An aerial detonation maximizes a nuclear bomb’s destructive power by allowing the blast’s energy to spread. If a bomb were to detonate on the ground, the soil would absorb more of that energy.

The main effects of the nuclear blast display as four colored zones:

  • Fireball (0.56 miles wide): In the area closest to the bomb’s detonation site, flames incinerate most buildings, objects, and people.
  • Radiation (1.24 miles wide): A nuclear bomb’s gamma and other radiation are so intense in this zone that 50% or more of people die within “several hours to several weeks,” according to Nukemap.
  • Air blast (4.64 miles wide): This shows a blast area of 5 pounds per square inch, which is powerful enough to collapse most residential buildings and rupture eardrums. “Injuries are universal, fatalities are widespread,” Nukemap says.
  • Thermal radiation (6.54 miles wide): This region is flooded with skin-scorching ultraviolet light, burning anyone within view of the blast. “Third-degree burns extend throughout the layers of skin and are often painless because they destroy the pain nerves,” Nukemap says. “They can cause severe scarring or disablement, and can require amputation.”

Clicking the “radioactive fallout” option didn’t produce any exposure zones for this hypothetical explosion. A note toward the bottom of our Nukemap results explained: “Your choice of burst height is too high to produce significant local fallout.”

Casualties and radioactive-fallout zones

When we switched the height to “surface burst,” a very different picture emerged: The thermal and air-blast zones shrank, but the fireball nearly doubled in area, and the radiation zone nearly tripled.

We also enabled the new radioactive-fallout settings based on local weather. And to see the human effects, we ticked the “casualties” option, too.

Luckily, local winds in this hypothetical scenario were moving west-southwest, blowing most radioactive fallout into the Pacific Ocean. If a person were to stand outside in a 100-rad-per-hour zone for four hours, they would get 400 rads of radiation exposure, which is enough to kill 50% of people by acute radiation syndrome.

According to Nukemap’s casualty estimator, however, this blast would still kill about 130,000 people and injure 280,000 over the next 24 hours. The tool says this does not include radioactive-fallout effects, among other caveats.

“Modeling casualties from a nuclear attack is difficult,” it says. “These numbers should be seen as evocative, not definitive.”

Google Earth’s view

We were eager to try the export feature, but it appears to need some work.

For example, the fallout zone appeared in an area different from the in-browser calculation — almost due south of San Francisco, instead of west-southwest.

But it was still useful — in a gut-wrenching way — to see the size of a nuclear fireball (the yellow half-dome in the image below) in 3D as it related to a major city, engulfing entire neighborhoods.

Wellerstein and others at Stevens Institute of Technology — based in Hoboken, New Jersey — are working on a related project, called Reinventing Civil Defense, which aims to “develop new communication strategies regarding nuclear risk that have high potential to resonate with a public audience.” The project was awarded a $500,000 grant and is expected to debut in 2019.

DoD to conduct Nationwide EMP Drill

Nov 4-6 DoD will hold a nationwide communications interoperability exercise simulating a coronal mass ejection impact disrupting the national power grid.

 

The following press release was issued a short time ago by the American Radio Relay League (ARRL) and U.S. Army Military Auxiliary Radio System (MARS):

 

Communications Interoperability Training with Amateur Radio Community Set


Elements of the US Department of Defense (DOD) will conduct a “communications interoperability” training exercise November 4-6, once again simulating a “very bad day” scenario. Amateur Radio and MARS organizations will take part.


“This exercise will begin with a national massive coronal mass ejection event which will impact the national power grid as well as all forms of traditional communication, including landline telephone, cellphone, satellite, and Internet connectivity,” Army MARS Program Manager Paul English, WD8DBY, explained in an announcement.


During the exercise, a designated DOD Headquarters entity will request county-by-county status reports for the 3,143 US counties and county equivalents, in order to gain situational awareness and to determine the extent of impact of the scenario. Army and Air Force MARS organizations will work in conjunction with the Amateur Radio community, primarily on the 60-meter interoperability channels as well as on HF NVIS frequencies and local VHF and UHF, non-Internet linked Amateur Radio repeaters.
Again this year, a military station on the east coast and the Fort Huachuca, Arizona, HF station will conduct a high-power broadcast on 60-meter channel 1 (5330.5 kHz) on Saturday from 0300 to 0315 UTC. New this year will be an informational broadcast on Sunday, on 13,483.5 kHz USB from 1600 to 1615 UTC. Amateur Radio operators should monitor these broadcasts for more information about the exercise and how they can participate in this communications exercise, English said.


“We want to continue building on the outstanding cooperative working relationship with the ARRL and the Amateur Radio community,” English said. “We want to expand the use of the 60-meter interop channels between the military and amateur community for emergency communications, and we hope the Amateur Radio community will give us some good feedback on the use of both the 5-MHz interop and the new 13-MHz broadcast channels as a means of information dissemination during a very bad day scenario.

Unsaid in this release is the fact that this exercise is also crucial to national preparedness for possible man-made EMPs via Intentional Electromagnetic Interference (IEMI) devices and High Altitude Electromagnetic Pulse (HEMP). IMEIs and HEMPs are produced by devices designed specifically to disrupt or destroy electronic equipment, or by the detonation of a nuclear device high above the earth’s atmosphere.

Korea’s Central News Agency warning the U.S. is “running amok by introducing under our nose the targets we have set as primary ones. The U.S. should expect that it would face an unimaginable strike at an unimaginable time.”The comments were made as dozens of U.S. warships, including the Nimitz-class supercarrier USS Ronald Reagan, began large-scale joint maritime exercises with S. Korea is waters off the Peninsula.

On Thursday CIA Director Mike Pompeo warned that N. Korea is only months away from perfecting its nuclear weapons capabilities. “They are close enough now in their capabilities that from a U.S. policy perspective we ought to behave as if we are on the cusp of them achieving” the objective of being able to strike the United States. On Friday AlertsUSA subscribers were notified of a declaration delivered by North Korea’s Foreign Minister Ri Yong Ho within which he stated that N. Korea fully intends to continue carrying out nuclear weapons tests. Another foreign affairs official, Choe Son Hui, also publicly reaffirmed that there will be no negotiations concerning the country’s nuclear program and that Pyongyang’s nuclear arsenal is exclusively targeting the U.S.. Both of these statements were delivered at the 2017 Moscow Nonproliferation Conference at the Center for Energy and Security Studies.

Readers are reminded that just four weeks ago, N. Korea threatened to carry out a hydrogen bomb test over the Pacific. U.S. analysts believe this may be a necessary next step for N. Korea as the steadily increasing yields of their six previous tests may have maxed out that which can be safely contained beneath the mountain at their Punggye-ri Nuclear Test Facility. In the latest test detonation carried out on September 3rd, international monitoring bodies estimate the explosive yield at a minimum of 120 kilotons (or about eight times the yield of the bomb dropped on Hiroshima in 1945, and about six times that of the next previous test.)

Once again AlertsUSA warns that while the rhetoric between Pyongyang and Washington continues to heat up, it is important to keep in mind the following realities: 1.) N. Korea now possesses nuclear weapons, 2.) N. Korea now possesses ballistic missiles capable of intercontinental ranges, and 3.) without some form of definitive diplomatic or military intervention, it is almost assured that these nuclear and missile capabilities will be exported to other nations such as Iran, as well as sold to non-state actors with deep enough pockets.

While the Islamic State would appear to be on it’s heels following devastating battlefield losses, including that of the de facto capital, Raqqa, counter-terrorism professional in the West know the battle is far from over. Many of the more than ten thousand foreign fighters in Iraq, Syria and elsewhere could eventually make their way back to the home countries, including the U.S. and EU member states, bringing along well-honed battlefield skills. According to EU Security Commissioner Sir Julian King, thousands could make their way back to Europe to unleash mayhem.

Earlier this week at the U.S. Embassy in London, acting Secretary of Homeland Security Elain Duke warned the Islamic State and other terrorist groups are planning to target more aircraft in a devastating plot to carry out another major attack on the scale of 9/11.

“The terrorist organizations, be it ISIS or al-Qaeda or others, want to have the big explosion like they did on 9/11. They want to take down aircraft, the intelligence is clear on that.”

Duke went on to say that in the interim they need to keep their finances flowing and they need to keep their visibility high and they need to keep their members engaged, so they are using small plots.

“Creating terror is their goal and so a van attack, a bladed weapon attack, causes terror and continues to disrupt the world – but does not mean they’ve given up on a major aviation plot.”

According to Aaron Y. Zelin of The Washington Institute for Near East Policy, “IS has a plan, and that is to wait out their enemies locally in order to gain time to rebuild their networks while at the same time provide inspiration to followers outside to keep fighting their enemies farther away.”

North Korea threat: EMP attack can destroy a nation’s entire infrastructure in a flash

KIM Jong-un needs only one hydrogen bomb to bring America to its knees. And he knows it. This is the nation-wide effect it can have in nanoseconds.

DETONATING a thermonuclear warhead 400km above Washington would instantly fry most of the nation’s power grid — and electronics.

The idea is not about melting a city, set enormous fires and irradiate vast tracks of terrain.

It’s about eliminating a nation’s entire infrastructure in a single flash.

There’s little surprise that North Korean state media has been lauding the power of Electromagnetic Pulse (EMP).

This is where the gamma radiation of a high-altitude nuclear blast interacts with the ionosphere — a blanket of electrons and electrically charged particles surrounding the Earth — to send a series electromagnetic pulses spearing into the ground below.

Once this burst of radiation strikes the ground it can induce strong currents — particularly in electrical cables and phone lines. This can overload and destroy electrical networks, as well as cause delicate circuit boards to fuse.

An entire economy can be brought to a standstill in nanoseconds.

In the words of former director of the CIA James Woolsey, it would bring the United States “to a cold, dark halt”.

ELECTRIC WAR

It’s an effect similar to that of Earth being struck by a serious solar storm, or — at a much smaller scale — when lightning causes a surge in a power grid.

North Korea’s state news agency commented on just such a tactic at the weekend. It follows a series of similar observations about the power of EMP in July.

The latest statement boasts North Korea’s new bomb “is a multifunctional thermonuclear nuke with great destructive power which can be detonated even at high altitudes for super-powerful EMP attack.”

It’s a use clearly on Kim Jong-un’s mind.

But it’s not an attack without human cost.

It would bring “widespread and long lasting disruption and damage to the critical infrastructures that underpin the fabric of US society,” a 2008 US Congress report warns.

The last time anything on this scale happened was in 1859 — when the world was just beginning to discover the use of electrical technologies. The EMP from an enormous solar storm overloaded the simple telegraph wires then in use to transmit morse code, setting the paper telegrams at their terminals on fire.

Things would be infinitely worse today.

“Two thirds of the US population would likely perish from starvation, disease, and societal breakdown,” Woolsey warned US Congress in 2014. “Other experts estimate the likely loss to be closer to 90 per cent.”

INFRASTRUCTURE ELIMINATED

Hospitals would be without power. Essential services — electricity, gas, water, sewage, communications — would all be offline. Emergency services would be unable to respond. Food production and distribution networks would collapse.

Computers. Smart phones. Car ignitions. Pacemakers. Any form of delicate electronics within the pulse’s effective range would cease to function.

But the greatest damage would be to the power grid itself. Power stations and network transformers would be burnt out.

And the effect of a high-altitude EMP burst would not be localised.

A 1.4 megaton US hydrogen bomb detonated 500km above the Pacific in 1962 caused lights to flare-out in Honolulu, more than 2000km away. It also knocked-out eight satellites.

A weapon of the magnitude tested by North Korea at the weekend could — if well positioned — burn out the power grid of a large part of the mainland United States.

Repairing the damage would take years.

And delivering such an attack would actually be much easier for Kim Jong-un’s hermit state.

EASY OPTION

Such a high-altitude thermonuclear attack does not require the technical skills necessary to enable a warhead to survive re-entry to the Earth’s atmosphere, cope with the heat of enormous speeds — and still hit its specific target.

Perhaps this is why the devastating power of EMP attack has again appeared in North Korean propaganda broadcasts.

“I can exploit it in high-altitude areas for strategic purposes and (inflict) EMP attacks on vast areas,” Kim Jong-un declared back in July.

In 2015, North Korean propaganda boasted it could destroy all electronic devices in South Korea and Japan by detonating a 100 kiloton bomb 100km above Seoul. “If we lower the altitude to 60-70km, we can make the EMP effect only the southern part of the Korean Peninsula,” it declared.

“(EMP) can neutralize all advanced electronic guided weapons and destroy aircraft carrier fleet at once”.

The warhead it tested yesterday is estimated to be in the vicinity of 50 to 120 kilotons.

But such an attack would not give Kim Jong-un a victory.

MAD WORLD

The nuclear arsenals of the United States are hardened against such a pulse. It’s also one of the reasons so much effort and money is invested on near-invisible and widely dispersed ballistic missile submarines.

The instant a North Korean ICBM was detected to be on a trajectory capable of delivering such a high-altitude blow, a retaliatory firestorm of nuclear warheads would almost certainly be unleashed on North Korea itself.

Such is the grim nature of Mutually Assured Destruction — the Cold War philosophy that compelled cool minds to avert the catastrophe that could have resulted from the likes of the 1960s Cuban missile crisis.

To make matters worse, a solar storm’s blast of electromagnetic energy can induct through Earth’s crust, knocking out power grids on the ground.

A relatively minor CME in 1989, for example, shut down power for 6 million people in Canada. A stronger geomagnetic storm may shroud about 130 million in darkness, possibly for months or years.

This has come close to happening before. In 2012, a monstrous CME barely missed Earth. And in 2014, NASA reported that we have a 12% chance of getting hit by a CME sometime in the next decade.

“If [the 2012 CME] had hit, we would still be picking up the pieces,” physicist Daniel Baker said in a NASA press release.
