Islamic State: It is Permissible to Kidnap Children
Calls for Attacks on Women’s Euro 2017 Championship

Between July 9th and 13th, the following related Flash messages were sent to AlertsUSA subscriber mobile devices:

 

7/13 – Latest issue of Islamic State’s Rumiyah (Rome) magazine teaches it is permissible to kidnap children of non-Muslims in order to raise funds. Vigilance urged.

7/12 – Islamic State social media channels calling for attacks on UEFA Women’s EURO 2017 soccer championship (7/16 – 8/6) in the Netherlands. More info via email.

7/9 – New Islamic State social media campaign urges lone wolves to carry out attacks in the US and Europe. Vigilance urged when in unsecured public areas and venues.

 

What You Need To Know

On five occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices regarding security matters. Most important for this update, on Thursday, subscribers were informed of the release of the latest issue of the Islamic State’s monthly internet magazine known as Rumiyah, within which followers are taught that it is permissible to kidnap children of harbi kuffar, or disbelievers, in non-Muslim lands, in order to raise funds.

Jihadists residing in non-Muslim lands should “not hesitate to take the wealth of the harbi kuffar [non-Muslim disbelievers], either by force or through theft and fraud […] Likewise, if he kidnaps them or their children, or subdues them in any way, then the lives and wealth of the harbi kuffar are permissible for the Muslims. So if they seize them in a shar’i [legitimate] manner they own them.’”

The article goes on to say:

“Do not forget that their war on the Islamic State is dependent on wealth, so purify your intentions, place your trust in Allah, and do not seek anyone’s advice with regards to taking their wealth. Proceed forward with Allah’s blessing, for indeed stealing the kuffar’s wealth weakens them, threatens the security of their economies, strengthens and emboldens the believers, and prepares them for something greater than theft, and this is among the aspects of jihad that have been abandoned in this era except by a group of those who are truthful, and how few they are.”

This latest issue of Rumiyah was published in 11 different languages, including English, French, Russian, German, Bosnian, Indonesian, Kurdish, Turkish, Uyghur, Pashto and Urdu, with each issue providing slightly varying content. For instance, the German version of this most recent issue provides instructions on how to properly assemble and use Molotov cocktails, while the English version does not.

Readers are reminded that back in early April, AlertsUSA warned subscribers of a similar call by the Islamic State to kill unbelievers, steal their wealth and cause economic harm to their businesses.

Just as the blood of the kafir is halal to shed, so too is the kafir’s wealth halal to take. […] There should be no misunderstanding about the excellence of this deed, as taking this wealth is in accordance with the command of Allah.

AlertsUSA cautions parents, as well as business owners and managers, that it would be prudent to take note of this call to action and to carefully evaluate your vulnerabilities. Many Muslims want to participate in the jihad (as is mandated in the Koran), but not everyone is inclined to travel to a distant battlefield or to become a martyr.

Calls for Attacks on UEFA Women’s Euro 2017 Soccer Championship

This week AlertsUSA subscribers were also informed of calls by the Islamic State for attacks on the UEFA Women’s EURO 2017 soccer championship taking place between July 16 – August 6 in the Netherlands. The initial calls were made via the terror organization’s channels on the encrypted social media platform Telegram.

The quadrennial international football tournament is expected to draw more than 100,000 visitors, including thousands from N. America. 16 European national teams will play 31 matches at 7 different venues across the country (Breda, Enschede, Utrecht, Rotterdam, Deventer, Tilburg and Doetinchem).

Caution and vigilance are urged if attending any of these matches or if you or a family member are simply visiting any of the host cities during the tournament. While security at the venues is expected to be tight, the greater danger is on the multitude of soft, less secure targets in the host cities.

At present, the terrorism threat level in the Netherlands stands at 4 on a scale of 1 to 5., indicating a “real chance of an attack.”

An HH-60G Pave Hawk refuels from an HC-130P/N King enroute to rescue two German citizens in distress at sea July 7, 2017 and into July 8. The victim's vessel caught fire approximately 500 nautical miles off the east coast of southern Florida.
