What You Need To Know

On six occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices regarding safety and security matters. Most important for this update, on Monday, the US Consulate General in Amsterdam, the Netherlands issued a security message for U.S. citizens acknowledging a terror threat to the Women’s Euro 2017 Soccer Championship taking place in multiple venues across the country through August 6th. The security message cautions American citizens of an increased risk to their safety when in large crowds and urges a review of personal security plans and increased situational awareness.

Extremists continue to focus on tourist locations, transportation hubs, markets/shopping malls, and local government facilities as viable targets. In addition, hotels, clubs, restaurants, places of worship, parks, high-profile events, educational institutions, airports, and other soft targets remain priority locations for possible attacks. Credible information indicates terrorist groups continue to plot possible attacks in Europe.

At present, the terrorism threat level in the Netherlands stands at 4 on a scale of 1 to 5., indicating a “real chance of an attack.”

On Thursday, subscribers were informed of new threats by the Islamic State to carry out attacks on the U.S. Russia, Europe, Turkey & Iran. In addition to the threatening statements propagated through varied social media channels, the group also called on true believers in the U.S., Europe, Turkey and other “countries of the tyrants” to fight for their religion and the caliphate. In separate messages, the group also called on supporters to take advantage of their now widely disseminated weapons guides and manuals and mount attacks to avenge Israeli crackdowns this week at the al-Aqsa Mosque and on rioting Palestinians.

Hawaii Preparing for Nuclear Attack

The State of Hawaii is now preparing residents for the threat of nuclear attack. The campaign, by the Hawaii Emergency Management Agency, will see regular Cold War-style evacuation drills for schools, emergency sirens that will on the first work day of every month, an increased tempo of first responder training and more.

Given that the travel time for a missile from N. Korea would be around 20 minutes, the state’s initial guidance calls for residents to “get inside, stay inside, and stay tuned.”

According to Vern Miyagi, administrator of the Hawaii Emergency Management Agency, “We don’t know the exact capabilities or intentions of the North Korean government, but there is clear evidence that it is trying to develop ballistic missiles that could conceivably one day reach our state. Therefore, we cannot wait to begin our public information campaign to ensure that Hawaii residents will know what to do if such an event occurs.”

Islamic State: It is Permissible to Kidnap Children

What You Need To Know

On five occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices regarding security matters. Most important for this update, on Thursday, subscribers were informed of the release of the latest issue of the Islamic State’s monthly internet magazine known as Rumiyah, within which followers are taught that it is permissible to kidnap children of harbi kuffar, or disbelievers, in non-Muslim lands, in order to raise funds.

Jihadists residing in non-Muslim lands should “not hesitate to take the wealth of the harbi kuffar [non-Muslim disbelievers], either by force or through theft and fraud […] Likewise, if he kidnaps them or their children, or subdues them in any way, then the lives and wealth of the harbi kuffar are permissible for the Muslims. So if they seize them in a shar’i [legitimate] manner they own them.’”

An image is included in this article showing young males, all members of King’s College Choir in Cambridge, UK, along with a caption saying; “PERMISSIBLE TO KIDNAP THE CHILDREN OF THE HARBI KUFFAR.”

The article goes on to say:

“Do not forget that their war on the Islamic State is dependent on wealth, so purify your intentions, place your trust in Allah, and do not seek anyone’s advice with regards to taking their wealth. Proceed forward with Allah’s blessing, for indeed stealing the kuffar’s wealth weakens them, threatens the security of their economies, strengthens and emboldens the believers, and prepares them for something greater than theft, and this is among the aspects of jihad that have been abandoned in this era except by a group of those who are truthful, and how few they are.”

This latest issue of Rumiyah was published in 11 different languages, including English, French, Russian, German, Bosnian, Indonesian, Kurdish, Turkish, Uyghur, Pashto and Urdu, with each issue providing slightly varying content. For instance, the German version of this most recent issue provides instructions on how to properly assemble and use Molotov cocktails, while the English version does not.

Readers are reminded that back in early April, AlertsUSA warned subscribers of a similar call by the Islamic State to kill unbelievers, steal their wealth and cause economic harm to their businesses.

Just as the blood of the kafir is halal to shed, so too is the kafir’s wealth halal to take. […] There should be no misunderstanding about the excellence of this deed, as taking this wealth is in accordance with the command of Allah.

AlertsUSA cautions parents, as well as business owners and managers, that it would be prudent to take note of this call to action and to carefully evaluate your vulnerabilities. Many Muslims want to participate in the jihad (as is mandated in the Koran), but not everyone is inclined to travel to a distant battlefield or to become a martyr.

Calls for Attacks on UEFA Women’s Euro 2017 Soccer Championship

This week AlertsUSA subscribers were also informed of calls by the Islamic State for attacks on the UEFA Women’s EURO 2017 soccer championship taking place between July 16 – August 6 in the Netherlands. The initial calls were made via the terror organization’s channels on the encrypted social media platform Telegram.

The quadrennial international football tournament is expected to draw more than 100,000 visitors, including thousands from N. America. 16 European national teams will play 31 matches at 7 different venues across the country (Breda, Enschede, Utrecht, Rotterdam, Deventer, Tilburg and Doetinchem).

Caution and vigilance are urged if attending any of these matches or if you or a family member are simply visiting any of the host cities during the tournament. While security at the venues is expected to be tight, the greater danger is on the multitude of soft, less secure targets in the host cities.

LONG-RANGE MISSILE THAT CAN FIT IN SHIPPING CONTAINER TEST-FIRED AT SEA

Long-range missile that can fit in shipping container test-fired at sea

An Israeli defense contractor has successfully test-fired a missile with a 400-kilometer range that can fit into a standard shipping container.

Launched from a ship, it joins the trend of weaponizing civilian freighters.

The missile that was fired on Tuesday, dubbed LORA or Long-Range Artillery weapon system, is produced by state-owned defense giant Israel Aerospace Industries (IAI). According to company specifications, the solid-propellant ground-to-ground 1,600-kilogram projectile has a range of 400 kilometers and can be fired at a target in just 10 minutes.

First revealed in 2006, the missiles were originally designed to be secretly deployed. To protect them from detection, the missiles are stored in dedicated sealed canisters that can fit inside a standard shipping container and have a shelf life of seven years without maintenance.

From the start, IAI saw LORA as both land-based and ship-based system. This week, a missile fired from a ground launcher placed on a freighter vessel out at sea successfully hit its intended target on land.

“This was one of the most complex trials we held over the past few years and a technological breakthrough for IAI’s missile development operations,” said Executive Vice President Boaz Levi, according to an IAI statement.

“The trial was held according to a full operational outline, including an assessment of the system’s maneuvering, assault, and precision capabilities. The impressive results attest to the system’s maturity and advanced capabilities,” he said.

In theory, a complete containerized version of LORA would not need a dedicated launcher system. Rather a standard container would house four missiles and everything needed to fire them. A command and fire control section inside another container would be enough to serve up to four launchers.

The new technology could potentially turn any civilian freighter ship into a naval missile platform, a consideration that raises concerns about potential sneak attacks. Standardization would also make deploying such missiles on dedicated warships more flexible.

Russia has a similar system, a version of its Kalibr cruise missiles called Club-K, which was unveiled in 2011. Artist concepts show the Russian Navy’s upcoming Arctic patrol boat with two containerized Kalibr launchers on its stern.

Most important for this update, on Wednesday subscribers were informed of new threats of attack on the U.S. by N. Korea following the launch of what has been determined to be their first intercontinental ballistic missile (ICBM).

North Korea’s central news agency has released a video of the launch, stating the missile flew for 39 min and achieved a maximum altitude of 2,802 kilometers (or 1741 miles) before impacting in the Sea of Japan 933 km (or 580 miles) downrange and within Japan’s 200-mile exclusive economic zone (EEZ).Western defense and intelligence trajectory reconstructions generally agree with these performance figures. For an altitude comparison, the International Space Station orbits the Earth at an average altitude of just 250 miles.

The so-called “lofted” trajectory the missile traveled is intentional in order to prevent overflight of neighboring countries while still demonstrating high performance. Analysts indicate that if the missile were fired on a more efficient trajectory it could achieve a range of up to 8000 kilometers, or about 5000 miles. This easily puts Alaska, Hawaii and possibly parts of the Pacific Northwest within striking distance.

Secretary of State Rex Tillerson has confirmed that the rocket was indeed an intercontinental ballistic missile, calling it a “new escalation of the threat to the United States, our allies and partners.”

United Nations Ambassador Nikki Haley told a meeting of the U.N. Security Council that North Korea’s actions were “quickly closing off the possibility of a diplomatic solution” and the United States was prepared to defend itself and its allies.

“One of our capabilities lies with our considerable military forces. We will use them if we must, but we prefer not to have to go in that direction.”

South Korea’s defense minister Han Min-koo this week warned parliament that there was a “high” possibility of Pyongyang carrying out another nuclear test in the short term given their history of conducting nuclear experiments following long-range missile tests.

While it may be easy to dismiss N. Korean threats of attack on the U.S., it should be noted that with each nuclear and missile test, their capabilities continue to improve. Of equal concern is that once the reclusive regime achieves the ability to miniaturize their nuclear weapons, it is highly likely they will be made available for sale to the highest bidder, as is the case with all of their other domestically produced weapons systems, including chemical weapons used in Syria.
