What You Need To Know

On 15 occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices regarding security threats. Most pressing for this report, beginning Monday, AlertsUSA subscribers were some of the first in the nation to learn of reports of explosions at Manchester Arena in Britain. In this incident, a suicide bomber detonated an explosive device he carried in a backpack filled with nails and other shrapnel in the foyer of the venue just as a sold-out pop singer’s concert was concluding and the audience was exiting. 22 people were killed and 64 seriously injured in the attack. This death toll expected to climb as more than a dozen are still hospitalized in grave condition.

Crime scene forensics have identified the explosive used in the attack as T.A.T.P., or triacetone triperoxide, which takes the form of a white crystalline powder and has a detonation velocity in excess of fifteen thousand feet per second. Highly unstable, the substance can explode if subjected to heat, friction, or shock, earning it the nickname “Mother of Satan. (Watch this short video demo) As a non-nitrogenous explosive, TATP is difficult to detect and can be prepared from common chemicals. Given these key features, the Islamic State, al Qaeda and other terrorist organizations have used TATP in terror attacks around the globe for years. In addition, both the Islamic State and al Qaeda have openly published the recipe, and designs for bombs based on the substance.

According to Congressman Mike McCaul, chairman of the House Homeland Security Committee, this is the same explosive used in both the March 2016 attack in Brussels and the November 2015 attacks in Paris.

The Islamic State has claimed responsibility for the Manchester incident, saying that a “soldier of the caliphate” carried out the attack at a gathering of “crusaders.”

British security services have raised the nation’s terror threat level to CRITICAL, indicating a belief that additional attacks are imminent. Thousands of heavily-armed British soldiers have been deployed across the country to supplement regular law enforcement. For the first time in history, British Special Operations Forces are actively carrying out raids alongside regular police in an effort to rapidly roll up the Manchester bomber’s support network.

It is important to note that British authorities do not believe that the bomber was the actual bomb maker and that more explosive devices may be in play.

Few mainstream media outlets are reporting an increase in security at British nuclear power facilities, which may be the result of the fact that the Manchester bomber’s mother is a nuclear scientist who graduated at the top of her class at Tripoli University.

The State Department is reminding American citizens of the Europe-wide travel alert issued May 1st and of the absolute need to maintain a high level vigilance and increase security awareness when traveling anywhere in Europe this summer.

Homeland Security Secretary John Kelly on Friday said the terror threat is worse than most realize, saying some people would “never leave the house” if they knew the truth.

The Department of Homeland Security is warning Americans in the U.S. to remain vigilant and to maintain increased security awareness in and around public venues and events over the Memorial Day weekend.

In related news, federal, state and local authorities are also keeping a close eye on Las Vegas following last week’s release of a 44-minute video by the Islamic State showing footage of the strip, along with images from other cities, including New York and Washington, D.C..

Additionally, late this week, AlertsUSA subscribers were notified of a new call by the Islamic State for followers to wage all out war on the infidels in West and Gulf regions during the holy month of Ramadan, which began Friday at sundown and runs through the 24th of June.

What You Need To Know

On multiple occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices of security threats. Most pressing for this report, subscribers were informed on Friday of an attempted hijacking of American Airlines Flight 31 from Los Angeles International Airport to Honolulu.The suspect, 25-year-old Anil Uskanil, is a Turkish national who attempted to force entry into the cockpit while carrying a laptop computer. He was subdued by a mix of passengers and crew members. In response to the incident, U.S. Pacific Command scrambled two F-22 Raptors attached to the Hawaii Air National Guard to intercept and escort the flight to it’s intended destination of Honolulu International Airport (Note that these flights are not sent to protect the aircraft, but to protect those on the ground should the aircraft depart from it’s normal flight route…).

A strange twist to this story are reports that prior to the flight, the suspect had been arrested and cited for breaching a secure area at Los Angeles International Airport. Despite this arrest, the suspect was still allowed to board the American Airlines flight.

Readers are reminded that on multiple occasions over the last few years, AlertsUSA has been reporting on increasing threats to the aviation sector which have led U.S. authorities to implement the new ban on electronic devices in the cabins of U.S. bound flights from 10 airports across the Middle East, including Dubai, Abu Dhabi, Doha, Cairo and Istanbul, Turkey.

Just last week AlertsUSA informed subscribers these restrictions were likely to be expanded to include ALL U.S. bound flights from ALL international points of departure. And during the preparation of this report, news stories surfaced that Secretary of Homeland Security John Kelly had hinted to lawmakers on Capital Hill that the seriousness of the threat may lead to the ban on electronic devices in the cabin of flights departing the United States for destinations abroad. With that mention, the only angle yet to have a trial balloon sent up is a similar ban on domestic flights.

It should be apparent that the incident at LAX, and the flight to Honolulu, will likely hasten this process.

On May 18, AlertsUSA issued the following

What You Need To Know

On Thursday AlertsUSA subscribers were notified of a possible vehicular attack in Times Square. In this incident, Bronx resident Richard Rojas, 26, intentionally swerved his passenger vehicle over a curb and onto the sidewalk at W. 42nd and 7th Ave. He then mowed down pedestrians for a distance of three blocks before striking security bollards.

At the time of this report’s preparation, at least one person had died and more than 20 others were severely injured in the attack. Although this incident is currently believed to be unrelated to terrorism, the Islamic State celebrated the tragedy and called on lone wolves to carry out similar attacks in New York.

AlertsUSA cautions readers that turmoil in Washington and the intentional jamming up of the system has many people charged with the defense of the nation distracted, which directly translates into increased vulnerability. DNI Warns of Expanding Terror Threat

What You Need To Know

On multiple occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices of security threats. Most pressing for this report, on Friday, subscribers were notified of a rapidly expanding ransomware attack initially impacting computers the United Kingdom and Spain. The malicious software locks up the machine and flashes a message demanding payment in exchange for an unlock code to release the user’s data. In this case, ransom demands are reported to begin at $300 and increase after two hours to $400, $500 and then $600. The only method of payment is via the digital currency known as Bitcoin. The malware behind the onslaught appears to exploit a known vulnerability in Microsoft Windows. Although this vulnerability has been patched, an untold number of government, business and personal computer users do not bother to keep their operating system and antivirus software up to date.

At the time of this report’s preparation late Friday, the attack was reported to have infected tens of thousands of computers across more than 100 countries, though the spread is reported to have been temporarily halted after computer security experts effectively blocked a URL referenced in the program code.

It is extremely important for readers to understand that those who originally released this ransomware can very easily change this line of code, then begin the onslaught anew.

According to the a statement issued by the Dept. of Homeland Security, Microsoft released a patch in March that addresses this specific vulnerability, and installing this patch will help secure your systems from the threat.

The Department of Homeland Security and AlertsUSA both strongly encourage those using Windows-based computers at you home or place of employment to update your systems to include the latest security patches and virus definitions for your antiviral software. Secondly, do not click on or download unfamiliar links or files in emails. If your not expecting it or it comes from any unknown source, delete it. Finally, backing up your core file collection is crucial.

DNI Worldwide Threat Assessment

On Thursday of this week Director of National Intelligence Dan Coats delivered the annual Worldwide Threat Assessment of the U.S. intelligence community to the Senate Select Committee on Intelligence (SSCI). Despite this being an unclassified briefing (with closed sessions revealing significantly more unsettling detail), the report still paints a sobering outlook of the dangers facing the U.S.:

Terrorism

  • US-based homegrown violent extremists (HVEs) will remain the most frequent and unpredictable Sunni violent extremist threat to the US homeland. They will be spurred on by terrorist groups’ public calls to carry out attacks in the West. The threat of HVE attacks will persist, and some attacks will probably occur with little or no warning. In 2016, 16 HVEs were arrested, and three died in attacks against civilian soft targets. Those detained were arrested for a variety of reasons, including attempting travel overseas for jihad and plotting attacks in the United States. In addition to the HVE threat, a small number of foreign based Sunni violent extremist groups will also pose a threat to the US homeland and continue publishing multilingual propaganda that calls for attacks against US and Western interests in the US homeland and abroad.
  • The Islamic State of Iraq and ash-Sham (ISIS) continues to pose an active terrorist threat to the United States and its allies because of its ideological appeal, media presence, control of territory in Iraq and Syria, its branches and networks in other countries, and its proven ability to direct and inspire attacks against a wide range of targets around the world.
  • Outside Iraq and Syria, ISIS is seeking to foster interconnectedness among its global branches and networks, align their efforts to ISIS’s strategy, and withstand counter-ISIS efforts. We assess that ISIS maintains the intent and capability to direct, enable, assist, and inspire transnational attacks. The number of foreign fighters traveling to join ISIS in Iraq and Syria will probably continue to decline as potential recruits face increasing difficulties attempting to travel there. The number of ISIS foreign fighters leaving Iraq and Syria might increase. Increasing departures would very likely prompt additional would-be fighters to look for new battlefields or return to their home countries to conduct or support external operations.

North Korea

  • North Korea’s nuclear weapons and missile programs will continue to pose a serious threat to US interests and to the security environment in East Asia in 2017. North Korea’s export of ballistic missiles and associated materials to several countries, including Iran and Syria, and its assistance to Syria’s construction of a nuclear reactor, destroyed in 2007, illustrate its willingness to proliferate dangerous technologies.
  • North Korea has also expanded the size and sophistication of its ballistic missile forces—from close range ballistic missiles (CRBMs) to ICBMs—and continues to conduct test launches. In 2016, North Korea conducted an unprecedented number of ballistic missile tests. Pyongyang is committed to developing a long-range, nuclear-armed missile that is capable of posing a direct threat to the United States; it has publicly displayed its road-mobile ICBMs on multiple occasions. We assess that North Korea has taken steps toward fielding an ICBM but has not flight-tested it.

Laptop / Tablet Ban Looming

In March of this year AlertsUSA reported on new restrictions surrounding the different types of electronic devices allowed in the cabins of non-stop US-bound flights from eight Muslim-majority countries.

Last week we reported that sources within DHS/TSA informed AlertsUSA the ban would likely be expanded to some U.S.-bound flights from Europe in the coming months.

This week, the story appeared in the broader media indicating DHS may be announcing an expansion of the ban to include laptops/tablets in the cabins of ALL flights from Europe to the United States. It is also reported federal officials have already met with major U.S. airlines and at least one trade group to discuss the ban.

What You Need To Know

On multiple occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices regarding security threats. Most pressing for this report, on Monday subscribers were notified of the release of a U.S. State Department Travel Alert for Europe, warning U.S. citizens of the continued threat of terrorist attacks throughout Europe.

” Recent, widely-reported incidents in France, Russia, Sweden, and the United Kingdom demonstrate that the Islamic State of Iraq and ash-Sham (ISIS or Da’esh), al-Qa’ida, and their affiliates have the ability to plan and execute terrorist attacks in Europe. While local governments continue counterterrorism operations, the State Department nevertheless remains concerned about the potential for future terrorist attacks. U.S. citizens should always be alert to the possibility that terrorist sympathizers or self-radicalized extremists may conduct attacks with little or no warning.

Extremists continue to focus on tourist locations, transportation hubs, markets/shopping malls, and local government facilities as viable targets. In addition, hotels, clubs, restaurants, places of worship, parks, high-profile events, educational institutions, airports, and other soft targets remain priority locations for possible attacks. U.S. citizens should exercise additional vigilance in these and similar locations, in particular during the upcoming summer travel season when large crowds may be common.

Terrorists persist in employing a variety of tactics, including firearms, explosives, using vehicles as ramming devices, and sharp-edged weapons that are difficult to detect prior to an attack.

If you are traveling between countries in Europe, please check the website of the U.S. embassy or consulate in your destination city for any recent security messages. Review security information from local officials, who are responsible for the safety and security of all visitors to their host country.

This Travel Alert is very important to share, particularly with the many hundreds of thousands of U.S. and Canadian students who will travel abroad this summer and are unlikely to be paying any attention to current events of this type. Truth be told, their trips will likely be saturated with activities at the various types of soft targets specifically warned about in this travel guidance!

If such an individual is within your circle of family or friends, you would be doing them (and their parents) a major favor by sitting them down for a few min and making them read the Travel Alert. Force the issue. Impress on them the need to be proactive in their security considerations, including actually checking with the embassies regarding local safety and security bulletins, areas to avoid, etc.

Above all, try to achieve an some level of understanding of the need to maintain a mindset of security awareness as the party rolls on…

The simple reality is that the romantic idea of backpacking through Europe, staying in youth hostels, exploring Paris at night with exotic people from far away lands, zipping here and there with a Eurail Pass and pub crawls in this or that town… has become considerably more dangerous since the start of the Middle East / North African migrant crisis in 2014-2015. Add to this the rapid exodus of foreign fighters from battlefields in Iraq and Syria back to their home countries across Europe, and it is easy to see the need to stay security minded and to have a plan if things go sideways.

This is our world, but just a little forethought and planning goes a long way in terms of managing personal risk.

(PRO TIP: Visit the embassy and find a Marine Guard. Ask them for a 30 second no shi**er on the local security situation (safe parts of town, where to avoid, etc..). Be courteous and respectful (they are working) and you will ultimately leave with a great sitrep and rock solid local insights / advice. Have a map and pen ready to hand them.)

Islamic State Urges Hostage Taking

On Friday, AlertsUSA subscribers were notified of the release of the latest issue of the Islamic State’s online magazine known as ‘Rumiyah’ (Safe PDF HERE) which, through it’s regular section known as ‘Just Terror Tactics’, instructs followers in how to carry out a diverse array of terror attacks. In this issue, the emphasis is on hostage taking.

” The objective of hostage-taking in the lands of disbelief – and specifically in relation to just terror operations – is not to hold large numbers of the kuffar hostage in order to negotiate one’s demands. Rather, the objective is to create as much carnage and terror as one possibly can until Allah decrees his appointed time and the enemies of Allah storm his location or succeed in killing him. This is because the hostile kafir only understands one language and that is the language of force, the language of killing, stabbing and slitting throats, chopping off heads, flattening them under trucks, and burning them alive, ‘until they give the jizyah (disbelievers tax) while they are in a state of humiliation’. “

The guidance provided includes tactics for the acquisition and use of a firearm, selecting target locations, methods of execution, and even instruction on how to lure victims, including falsely advertising a property for rent in order to get the targets to enter the dwelling. They even go as far as making suggestions such as setting a room aside for the storage of bodies, staggering target appointments and first using a club or bat to the head to subdue a target “before slaughtering them.”

It is also important to note that the French language version of this issue of Rumiyah calls for attacks on politicians, voters, and polling staff ahead of France’s May 7 run-off election.

The depth of evil in this issue is breathtaking, but well worth the read by law enforcement, first responders, counterrorism professional and anyone else who wishes to stay abreast of the latest threats and tactics being employed by Jihadists in western nations.

Laptop Ban to be Extended

In March of this year AlertsUSA reported on new restrictions surrounding the different types of electronic devices allowed in the cabins of non-stop US-bound flights from eight Muslim-majority countries (Egypt, Jordan, Qatar, Kuwait, Morocco, United Arab Emirates, Saudi Arabia, and Turkey). Those traveling to the US from these countries are now barred from bringing laptops, tablets, or any devices “larger than a cellphone” as a carry-on items. These items must now be transported as checked luggage.

Sources within DHS/TSA tell AlertsUSA that barring a major change in the current threat environment, this laptop ban will likely be extended to include U.S.-bound flights from Britain in the coming months. Expect it and plan accordingly.

Student with concealed handgun stops mass stabbing at Texas college

One student has died and multiple others were seriously injured during a stabbing attack at the UT Austin campus.

According to The Tab, eyewitnesses report that the death toll would have been higher had it not been for another student with a concealed handgun. UT Austin Student Body President Kim Binna also confirmed that a student with a concealed carry weapon stopped the attack before police could arrive.

Student Jamie Song captured the moment Police arrived and placed the suspect, 20-year-old student Kendrex J. White, in handcuffs. Song’s photo was posted to Snapchat:

Another student shared the following eyewitness account on social media under the name Alyson G:

“Me and Brandon were eating at Chilantro’s truck at a long picnic table. Then at the end of the table some guy comes up in a bandana and stabs the knife into the table and looks all of us in the eye. I thought it was just some theatrical stunt or something. He pulls the knife out without saying anything and turns around to slash some guy in the back of the neck. The slash victim grabs the back of his neck and yells (people look at him and I await some sort of ‘gotcha’ statement). But then… The attackers walks to another guy and stabs him in like the kidney region in his back. Some guy yells run and we all bolt to McComb’s.”

The UT campus has been closed for the rest of the day. A UT Austin Alert released the following message:

“Due to the violent attack on campus this afternoon and multiple buildings being close, we are canceling classes and events for the remainder of the afternoon and evening while the investigation is in progress. There is currently no ongoing threat on campus.”

David Carter of Chief of Police at UT Austin confirmed that one student had been killed and three others were being treated for serious wounds made by a “large Bowie-style hunting knife.”
