Two Killed, 13 Wounded in Toronto Mass Shooting Islamic State Claims Responsibility

What You Need To Know

On Sunday, AlertsUSA subscribers were informed of reports of 8 people shot in the popular Greektown area of Toronto, Ontario. In this incident, a lone gunman walked along the busy Danforth Avenue randomly shooting pedestrians as well as firing into three different restaurants. Once police arrived on the scene, gunfire was exchanged with the suspect after which he fled and was found a short distance away, dead. from a self inflicted gunshot. A short time later, bomb techs detonated a suspicious package in the vicinity.

In total, two individuals were killed by the shooter, as well as another 13 people wounded.

The suspect has been identified as 29-year-old Faisal Hussain (image above), a first generation Canadian of Pakistani descent.

On Wednesday, the Islamic State’s Amaq news agency issued a formal claim of responsibility for the Toronto shooting, calling the gunman a ‘soldier of the Islamic State and that the attack was carried out in response to the call for followers to target citizens of coalition nations. As is becoming an all too familiar follow up to these incidents, a statement released by the gunman’s family expressed condolences for those killed and injured in the attack and that the gunman was said to be psychotic and depressed.

Readers are reminded that just two weeks ago, Toronto police were out in force in the downtown area following the receipt of threat intelligence pointing to a possible vehicle ramming attack. Additionally, back in April, Toronto was also the scene of a vehicle-ramming attack which killed 10 and injured 16.

What You Need To Know

On Thursday, AlertsUSA subscribers were notified of reports of an explosion outside of the US Embassy in Beijing, China. In this incident, a man detonated a bomb at the south-east corner of the embassy compound, a heavily fortified structure in the north-east Chaoyang District of the Chinese capital. According to the embassy’s regional security officer, other than the bomber, no other people were injured, and there was no damage to embassy property.

Chinese police have identified the suspect only by his surname, Jiang, and said he was from Tongliao, a city in China’s Inner Mongolia region. No motive was provided for the attack.

Postings on social media showed pictures of smoke rising from the area where Chinese nationals line up outside the compound for visa appointments. However, due to China’s tight control over both traditional and social media, further open-source details about the blast remain unconfirmed. Many images and video clips of the scene were swiftly removed by Chinese sensors, as well as social media discussions about the incident.

The Use of Social Media by United States Extremists

This report looks at the role emerging communication technologies, such as social media platforms play in the radicalization and mobilization process of United States extremists. The researchers used newly collected social media activity data from 479 extremists who radicalized between 2005 and 2016 to analyze trends in the radicalization. What Does ISIS Post on YouTube?

Google’s dominant online video-streaming platform, YouTube, is a social media giant that is a user-friendly and accessible site for most Americans. Unfortunately, all of these qualities also make YouTube a popular platform for extremist groups such as the Islamic State to post propaganda content. The Counter Extremism Project (CEP) took a deep dive into this topic where researchers used two computer programs, a web crawler and eGLYPH, to conduct a limited search for 229 previously identified ISIS terror-related videos. This study, which lasted from 3/8/2018 to 7/8/2018, returned a wealth of knowledge related to ISIS’ use of video propaganda content. Read More Here

A Lesson In Registering Guns – South Africa

The landslide of gun control starts with registering your guns.

Gun control zealots seem to have a difficult time understanding why gun owners oppose registering guns. Besides the issue of registering people who exercise their rights, there is the example of South Africa.

First came a law that said all gun owners must register their firearms.

 

Second, the law said firearms must be re-registered.

Third, the firearm must be re-registered 90 days before the registry expires.

Fourth, any firearm that is not registered must be handed in for disposal.

Move the goal post enough and eventually people will slip through. In the case of South Africa, 300,000 people have been ordered to turn in their guns.

South Africa Calls for 300,000 Gun Owners to Turn Over Their Weapons.

The Constitutional Court of South Africa recently ruled that 300,000 gun owners must turn in their firearms.

This judgement came in response to the North Gauteng High Court’s ruling in 2017 which said Section 24 and Section 28 of the Firearm’s Control Act were unconstitutional.

Now that the High Court’s initial ruling has been overturned, gun owners who failed to renew their firearms licenses must hand in their firearms to the nearest police station, where authorities will then proceed to destroy them.

Opposing Gun Registration

First comes a simple law that says all gun owners must register their firearms.  Then comes the fees, and the licensing, and the complicated paperwork.  Eventually, the “simple law” morphs into something so complicated the people enforcing the laws are not even sure of what they are supposed to do.

Take California, for example.  When Gun owners had to register their firearms for the bullet button law, the website kept crashing.  There are stories of people spending hours upon hours attempting to register their firearms.

All it takes is that first law to force people to register their firearms, and things spiral downhill from there.

How long until California, New York, Washington D.C…. pass a law like what is happening in South Africa?  Now that the gun owners of California have registered their guns, the government will know whose door to knock on first.

What You Need To Know

On Monday, subscribers were informed of the release of a new Worldwide Caution from the State Department warning Americans of the continuing threat of terrorism, political violence and and criminal activity that transpire globally.

According to this cautionary note:

Terrorist groups including ISIS, al-Qa’ida, their associates, and those inspired by such organizations, are intent on attacking U.S. citizens wherever they are. Extremists may use conventional or non-conventional weapons to target U.S. government and private interests. Terrorists are increasingly using less sophisticated methods, including the use of edged weapons, pistols, and vehicles as weapons, to effectively target crowds. Extremists are also increasingly aiming to assault “soft” targets, such as:

  • hotels
  • clubs and restaurants
  • places of worship
  • schools, parks
  • shopping malls and markets
  • tourism infrastructure
  • public transportation systems
  • airports

In multiple regions, terrorists, guerrilla groups, and criminals seek to kidnap U.S. citizens to finance their operations or for political purposes. The US government also remains concerned that terrorists could again seek to down aircraft using concealed explosives or hijack commercial flights.

U.S. government facilities worldwide remain in a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. U.S. citizens abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate.

U.S. citizens are strongly encouraged to maintain a high level of vigilance and practice good situational awareness when traveling abroad.

FBI / DHS / NCTC Call for Continued Vigilance

On Thursday of this week, AlertsUSA subscribers were notified of a new Joint Intelligence Bulletin issued by the FBI, DHS and National Counterterrorism Center (NCTC) reminding law enforcement, military, and security personnel to remain vigilant this summer in light of the continued interest by homegrown violent extremists (HVEs) and domestic extremists in conducting attacks in the Homeland during public and private events.

The FBI, DHS, and NCTC remain concerned that upcoming summer celebrations, events, or other large gatherings could be targeted by homegrown violent extremists (HVEs).

Continued calls by foreign terrorist organizations (FTOs) for attacks on large crowds and civilians, along with examples of successful and disrupted plots of this nature both here and abroad, could inspire similar attacks by HVEs in the Homeland.

Similarly, the FBI and DHS remain concerned about the potential for violence by domestic extremists at large or significant events, both public and private, during the summer of 2018. As with HVEs, most lethal violence perpetrated by domestic extremists in recent years has been conducted by lone offenders, making them a continuous concern.

The document designation of this bulletin is U//FOUO (Unclassified – For Official Use Only). While much of the content is available through open sources, providing links to the full document would be inappropriate due to the potential adverse impact on the conduct of Federal programs, or other programs or operations essential to the national interest.

An Analysis of Vehicle Ramming as a Terrorist Tactic

What You Need To Know

Ramming attacks in which drivers deliberately plow their vehicles into public gatherings, pedestrians, or bicyclists, have become an increasingly common terrorist tactic. This MTI Security Perspective, by Brian Michael Jenkins and Bruce R. Butterworth, analyzes 78 vehicular attacks between January 1973 and April 2018.

According to their analysis, it is a growing trend, and a frightening one. The 78 attacks led to 281 deaths and around 1,200 injuries. Sixteen attacks took place between 1973 and 2007, while 62 took place between 2008 and April 2018. Thirty of these occurred in 2017 and the first four months of 2018 alone.

The deadliest car-ramming incidents occur where vehicles mow down pedestrians at public gatherings such as open-air markets or on pedestrianized streets from which cars are prohibited but nevertheless can enter. Open-air markets and celebrations attract crowds, and foot traffic on pedestrianized streets is usually dense. This makes these venues lucrative targets for vehicular assaults.
