DoD to conduct Nationwide EMP Drill

Nov 4-6 DoD will hold a nationwide communications interoperability exercise simulating a coronal mass ejection impact disrupting the national power grid.

 

The following press release was issued a short time ago by the American Radio Relay League (ARRL) and U.S. Army Military Auxiliary Radio System (MARS):

 

Communications Interoperability Training with Amateur Radio Community Set


Elements of the US Department of Defense (DOD) will conduct a “communications interoperability” training exercise November 4-6, once again simulating a “very bad day” scenario. Amateur Radio and MARS organizations will take part.


“This exercise will begin with a national massive coronal mass ejection event which will impact the national power grid as well as all forms of traditional communication, including landline telephone, cellphone, satellite, and Internet connectivity,” Army MARS Program Manager Paul English, WD8DBY, explained in an announcement.


During the exercise, a designated DOD Headquarters entity will request county-by-county status reports for the 3,143 US counties and county equivalents, in order to gain situational awareness and to determine the extent of impact of the scenario. Army and Air Force MARS organizations will work in conjunction with the Amateur Radio community, primarily on the 60-meter interoperability channels as well as on HF NVIS frequencies and local VHF and UHF, non-Internet linked Amateur Radio repeaters.
Again this year, a military station on the east coast and the Fort Huachuca, Arizona, HF station will conduct a high-power broadcast on 60-meter channel 1 (5330.5 kHz) on Saturday from 0300 to 0315 UTC. New this year will be an informational broadcast on Sunday, on 13,483.5 kHz USB from 1600 to 1615 UTC. Amateur Radio operators should monitor these broadcasts for more information about the exercise and how they can participate in this communications exercise, English said.


“We want to continue building on the outstanding cooperative working relationship with the ARRL and the Amateur Radio community,” English said. “We want to expand the use of the 60-meter interop channels between the military and amateur community for emergency communications, and we hope the Amateur Radio community will give us some good feedback on the use of both the 5-MHz interop and the new 13-MHz broadcast channels as a means of information dissemination during a very bad day scenario.

Unsaid in this release is the fact that this exercise is also crucial to national preparedness for possible man-made EMPs via Intentional Electromagnetic Interference (IEMI) devices and High Altitude Electromagnetic Pulse (HEMP). IMEIs and HEMPs are produced by devices designed specifically to disrupt or destroy electronic equipment, or by the detonation of a nuclear device high above the earth’s atmosphere.

LONG-RANGE MISSILE THAT CAN FIT IN SHIPPING CONTAINER TEST-FIRED AT SEA

Long-range missile that can fit in shipping container test-fired at sea

An Israeli defense contractor has successfully test-fired a missile with a 400-kilometer range that can fit into a standard shipping container.

Launched from a ship, it joins the trend of weaponizing civilian freighters.

The missile that was fired on Tuesday, dubbed LORA or Long-Range Artillery weapon system, is produced by state-owned defense giant Israel Aerospace Industries (IAI). According to company specifications, the solid-propellant ground-to-ground 1,600-kilogram projectile has a range of 400 kilometers and can be fired at a target in just 10 minutes.

First revealed in 2006, the missiles were originally designed to be secretly deployed. To protect them from detection, the missiles are stored in dedicated sealed canisters that can fit inside a standard shipping container and have a shelf life of seven years without maintenance.

From the start, IAI saw LORA as both land-based and ship-based system. This week, a missile fired from a ground launcher placed on a freighter vessel out at sea successfully hit its intended target on land.

“This was one of the most complex trials we held over the past few years and a technological breakthrough for IAI’s missile development operations,” said Executive Vice President Boaz Levi, according to an IAI statement.

“The trial was held according to a full operational outline, including an assessment of the system’s maneuvering, assault, and precision capabilities. The impressive results attest to the system’s maturity and advanced capabilities,” he said.

In theory, a complete containerized version of LORA would not need a dedicated launcher system. Rather a standard container would house four missiles and everything needed to fire them. A command and fire control section inside another container would be enough to serve up to four launchers.

The new technology could potentially turn any civilian freighter ship into a naval missile platform, a consideration that raises concerns about potential sneak attacks. Standardization would also make deploying such missiles on dedicated warships more flexible.

Russia has a similar system, a version of its Kalibr cruise missiles called Club-K, which was unveiled in 2011. Artist concepts show the Russian Navy’s upcoming Arctic patrol boat with two containerized Kalibr launchers on its stern.

Tips You Must Remember to Protect Your Vehicle from an EMP

If the US federal government says something is a threat — or if they happen to admit that something’s a threat — then it’s likely much more of a pending alarming situation than the government cares to admit.

Keeping that in mind, the federal government — which include multiple agencies and the military — have relinquished that one huge threat to our very lives is an Electromagnetic Pulse (EMP).

Whether it takes place by intent (a nuclear detonation or terrorism) or by chance (EMP destruction caused by a meteorite or comet), an EMP event would no doubt be life altering.

If an event like this were to take place, one major challenge would be transportation. The majority of today’s vehicles are reliant on computers and electrical components which translates to if an EMP took place, a vehicle would become hunks of metal, rubber, and plastic.

Some estimates put the aftermath of an EMP to be weeks, some months and a few, more dire predictions put the recovery time at years.

That means you have to do what you can to ensure your vehicle(s) are as EMP proof as possible; here are some tips when choosing a vehicle and some ways you can further EMP-protect your vehicles.

First, there are factors to consider in choosing a post-EMP bug-out or survival vehicle:

1. Benefits of Diesel

A large and strong enough EMP could stop the extraction, refinement, distribution and sale of fossil fuels. Whatever gas you have on hand could be all the gas you get for years. The more highly a fuel is refined, the shorter its storage life. Diesel is less refined than unleaded so diesel stores longer.

You make biodiesel from crops that you grow. Diesel motors are somewhat simpler than gasoline motors in that they do not have an ignition system. This cuts down on some vulnerable parts.
Most tractors also run on diesel too, so for many homesteaders, it is worth considering.

2. Fuel Capacity

You can add oversized and/or additional fuel tanks to many vehicles, increasing the vehicle’s range. A post EMP world will likely have far fewer gas stations, if any. To get at any of remaining fuel, you will need a pump and hose like the Jackrabbit by Black & Decker.

Even though you’d like to bug out in your shelter or bug out cabin in the woods that may not be a possibility. It’s always a good idea to have a backup plan and one such backup is making sure your vehicle also has a cargo space, roof rack, or a swing out to create more space. In addition to that, a vehicle that has off-road capability will be essential to driving where you need to go no matter the weather or road.

3. Cargo or Towing Capability

By the time you pile in what will surely be everything you own in this world, your spouse, your 2.4 kids, grandma and the golden retriever, you may be looking for ways to increase your vehicle’s carrying capacity. So cargo space, a trailer hitch, roof rack, swing outs and so forth will come in handy. For many, the vehicle will likely double as their home.

4. Off-Road Capability

Features such as 4-wheel drive, a full size spare, plenty of ground clearance, all-terrain tires, lockers, extraction or trail gear, towing points, winch and off road lighting will come in handy post-EMP because roads will no longer be maintained, disabled vehicles and vehicles that have run out of fuel will litter the roadway. Imagine the highway or even your own street after a snowstorm without any snowplows or drivers to remove the snow and 4-wheel drive and over-size tires starts to look like a pretty good idea

Sure a souped up car may seem cool right now, but when SHTF it’s going to be the last thing you need. A vehicle that’s easy to repair and that also consists of parts that you could easily find or get if you needed to is recommended. It’ll make life so much easier for you during an EMP.

5. Ease of Maintenance & Repair

Simplicity is a good thing when it comes to survival. Without computers, there is only so much to “do it yourself” on newer vehicles so older vehicles have greater appeal. A good repair manual and well-equipped toolbox are mission-critical equipment.

6. Commonality of Parts

An expensive custom vehicle might look cool online or be fun to daydream about, but after a HEMP, the first time it needs a part, you might wish you bought something a little more pedestrian (no pun intended). Better still would be 2 or 3 less-expensive vehicles as opposed to a single vehicle that strains your financial resources.

My grandfather did this and I learned it from him. He would take multiple beat-up vehicles and turn them into fewer good ones … and have a bunch of spare parts left over. A bunch of spare parts would be a good thing post-EMP.

Again, newer vehicles have 100’s of processors that make everything about a car complicated and intricate. Avoid getting a vehicle with the systems listed below, as it will be very difficult to find replacement parts for them. Furthermore, keep reading to learn the best way to blend in and not stand out during an EMP — your lives depend on it!

7. Fewest Possible Microelectronics, Computers or Chips

Some newer vehicles have in excess of 100 processors that run on miniscule amounts of power. They sense and control virtually every function of the vehicle and are very sensitive to EMP.

How far are you going to get without an engine, fuel injection, transmission or 4-wheel drive system? Sure, car manufacturers take reasonable precautions to shield them, but not against such great field strengths or over the entire frequency range EMP covers. Any transistor-based technology is vulnerable.

Avoid vehicles with the following systems, rewire them or replace them with their non-electronic counterparts and/or stock replacements in a Faraday cage:

•    PCM (Powertrain Control Module)
•    Anti-lock Braking System
•    Electronic Fuel Injection
•    Electronic Ignition
•    Computers Controlling Critical Systems
•    Consumer Electronics
•    Long Antennas
•    Negative Battery Terminal Grounded to Vehicle Frame

8. Overt vs Covert

It is often best to blend in as opposed to standing out. In the city, that might mean driving a white sedan or van. In the bush, it might mean a camouflage or matte earth tone paint job.
Other times, looking like you are not worth tangling with might be the better option.

A durable metal body is crucial for your SHTF vehicle, as is EMP-hardening your auto. Rebuilding your vehicle may be necessary especially if you don’t have the funds to buy another vehicle. However, by investing your time to make sure your auto has the correct features for when an EMP arrives, you’ll be glad you took the time to make sure everything was setup correctly.

9. Conductive Metal Body

For the best EMP-resistance, choose a vehicle with conductive metal body enclosing the engine and passenger compartment or cab over a vehicle with body panels made of fiberglass, plastic or any other non-conductive material.

How to EMP-Harden Your Auto

If your vehicle already has these features or you are already doing these things, then you are already part of the way there. There are many features to look for and modifications to make to both your vehicle and your SOP (Standard Operating Procedure) regarding that vehicle.
No matter which automobile you choose, there is always more that can be done to minimize the effect of HEMP on the vehicle.

•    Ground all conductive components of the vehicle to a single point on the chassis. Do not ground them to the earth.

•    Rewire with shielded wiring: Verify that your wiring is shielded or replace all you can with shielded wiring.

•    Re-bond metal body panels: Remove body panels and make sure that you have good conductive bonds between body panels by removing paint and installing conductive gasket material or make sure you have metal on metal contact with as much overlap as possible. This will help the body conduct energy through the vehicle skin like the skin of a Faraday cage. Just do not allow yourself to be fooled into thinking that the vehicle skin is without holes that compromise its integrity.

•    Route wiring close to the vehicle frame

•    Install ferrite clamps or snap on cores on cable ends

•    Protect cable entry and exit points with surge suppression: This will need to be fast-clamping surge protection faster than one millisecond that will handle high voltages. (Think lightening protection.)

•    Mechanical ignition (points and condenser)

•    Install EMP-rated surge protection on antennas

•    Mechanical fuel & water pumps

•    Carburetor or mechanical fuel injection

•    Keep spares of vulnerable parts you cannot replace in a Faraday cage: You may have a vehicle that is mostly good to go, but it still parts like a starter, alternator and voltage regulator that do not contain microelectronics, but could still conceivably be affected.

•    Manual transmission: Some will surely disagree with me on this one, but they are easier to repair and make it possible to push start vehicles even if the battery is shot or missing. Even some diesels can be push or roll started if you wire open the fuel valve.

An EMP seems like a remote threat until you realize how many “rogue” nations have nuclear weapons or are desperately trying to get them. Add into that mix terrorists who are determined to alter our way of life and the threat becomes more real.

So real the US federal government has indicated they are worried and if they admit that, we all should be very worried

What Would Happen When The Internet Goes Down

Try this and see what happens in your household… pull the plug on your internet router. How long will it take before there are inconveniences or upset people (especially the younger ones) …

I have been having issues with my internet service all week, and this morning it went ‘belly up’ – no internet. Having spent some time on the phone with my Internet Service Provider, they finally concluded to send someone out tomorrow (probably a hardware issue with the modem itself).

It got me to thinking about how we might fare if the internet were to go down, and it’s a scary thought…

 

During day to day ordinary life, you probably see others continuously checking their ‘smart device’. Without internet connectivity, they will actually have to look up from their devices and see and deal with the real world around them. They might even have to ‘talk’ with someone. The horror!

Could the public at large survive without their Facebook, Snapchat, YouTube, and all the other social media platforms that exist today? How long until they go into withdrawal symptoms without their constant social ‘connectivity’?

For me, since I use the internet to run this blog, it would cease to update. I suppose I could survive that. I also occasionally use the internet for streaming Netflix or Roku, but I could survive without that as well. Email would no longer work, but I still know how to talk and use an ordinary telephone. I would lose the convenience of occasional research using a search-engine, but I could live without it…

But more importantly, what about our infrastructure of commerce? Without the internet, most all commerce would cease. Store transactions would probably come to a screeching halt since many require networking with the corporate ‘mother ship’.

So much of our infrastructure is connected with the internet that the world as we know it would be terribly affected without it and all of the automated systems that work behind the scenes to keep the gears turning. And to think that we survived without the internet up until just a few decades ago! It’s amazing when you really think about it.

Seriously, it would be disastrous (nearly close to a power-grid down) if the internet went down.

The design of the internet itself though is generally set up for redundancy, however there are choke points of traffic (.gov NSA interceptions, etc…) along with the service providers themselves that could be potential critical junctions of cutoff or failure.

Anyway, seeing how I’m sitting here without connectivity today, I thought that I would present the general issue to think about. That is, our reliance on the internet. Can you think of other ways that we rely on internet connectivity in our daily lives – even ‘unseen’ reliance?

Now I suppose that I’ll hop in the truck and take this Word document and my laptop on over to the local McDonalds parking lot for their WiFi internet connection to upload to the site

Call to ACTION!

It is the morning of January 29th. The southern US was hit last night with a storm that left THOUSANDS of our children stranded at school or on school buses. People trying to get home from work were forced to spend the night at Walmart or sleep on the only chaise lounge at the Home Depot.


While this storm was predicted and talked about in advance, the meteorologists were off with their predictions of timing and severity. The south cannot handle this kind of weather. They do not have the de-icing materials available, the plow trucks or the same knowledge people in the north have. It would be like a hurricane hitting Minnesota.

Fingers have been out all morning talking about the failure in the warnings. Why were not the children released in time to get home safely? How did the “system” fail to put thousands…UPON THOUSANDS of people in harm’s way and not safely tucked in at home with a cup of hot chocolate…HOW! WHO DROPPED THE BALL!!!!!!????? 

People failed. Nothing else. People failed to take responsibility for their own safety. Great, it’s easier to place the blame on someone or something else, but bottom line is….people failed. Those people…these people…. lots of people failed.

Come on PEOPLE… The weather dudes have been talking about this storm for at least a week. We knew it was coming. But, like Mother Nature likes to do all so well, she arrived when she felt like it. She waited for no meteorologist to say WHEN.


 

NEW ALERT: This is 2014. Most cell phones have the ability to get a weather radar. Why rely on someone else to say “Hey, get your arse home!” or “Hmmm, maybe I should go get my kid at school and get home”. Who stopped who on this one? Your boss? The school administration? We talk about wanting FREEDOM in this country but we still allow OTHERS to dictate to US what is best FOR US. And tell me again, who has the responsibility to keep you or your children safe? You. Please do not allow others, well-meaning as they may be, to make decisions for you. And please, don’t follow those decisions blindly.

There is a lot of chatter concerning the banks around the world, if you haven’t noticed. While, taken individually, they might not cause alarm, lumping them together and looking at the big picture has sent up quite a few red flags. Just like what the south is going through right this very moment, alarms are being sounded that an economic storm is coming. Lots of dates.. timing is being thrown around, but like the snow/ice storm, does anyone truly know? We can watch the radar tho. We can see it approaching and then we can choose to get to safety or we can choose to blame the mess we will end up in on someone else. 

Wake up…wake your friends up…wake your family up. Get prepared NOW and don’t get stranded somewhere you DON’T want to be with strangers who are NOT out for your best interest. They want to sleep on the only chaise lounge at Home Depot too.


* Have a Water and Food supply at your home.
* Have a Family Plan in place in case communications are lost.
* Don’t rely on others for your safety or your rescue.
* Decide to Act when you see the Warning Signs and NOT get caught in the stampede.

It’s truly sad that it takes a disaster to wake people up. I hate that. People die in disasters. People die that we know and love. Please, stop waiting for permission from someone else to get to safety. To get prepared. Your life may depend on it.

Tips for cooling off during a Power Outage – Staying cool without Air Conditioning

Every year summer storms cause power outages throughout the United States. For those who are unprepared, these power outages, combined with summertime heat waves, can be a deadly combination. That’s why knowing how to cool yourself and your home without air conditioning is an important piece of knowledge you should possess.


According to the U.S. Centers for Disease Control, an average of 675 people die from heat-related illness each year in the United States, making it one of the leading causes of weather-related deaths in the country. During a severe heat wave that hit Chicago in 1995, over 700 deaths were directly attributed to the heat. In 2006 in California, a deadly heat wave killed 655 people during a two-week period.

What makes Heat so Deadly?

Living in the desert, I can tell you that going without air conditioning can be quite a miserable experience. But during an extended power outage, heat can be more than just uncomfortable; it can be downright dangerous.

Continued exposure to excessive heat can lead to hyperthermia and heat exhaustion. If left untreated, heat exhaustion can quickly progress to heatstroke and death, so early treatment and proactive cooling measures are extremely important.

During a grid down disaster or power outage, the ability to cool down is going to be essential to your survival, especially if you live in an area that is prone to extremely warm weather.

How to Stay Cool when the Power goes out and you have No Air Conditioning

Up until about 60 years ago, in home air conditioning was virtually unheard of. But despite a lack of central air, there wasn’t an epidemic of people dropping dead in their homes because of the heat. So what changed?

Well, just like with most modern technologies there was a downside; people forgot how to take care of themselves when technology inevitably failed. The lessons from the past were largely forgotten, and here we find ourselves in a society that is increasingly dependent on technology, government and everyone but ourselves to solve our problems.

So how did previous generations stay cool?

They Dwelled in Caves


Even in some of the hottest areas on earth, ancient populations thrived in areas that most would consider inhospitable to life. In many of these areas, they did so by building their homes inside caves or partially into the ground.

While I’m not going to recommend you run out and find the nearest cave, our modern day equivalent is the Midwest basement. If you live in a home with a basement, your best bet for staying cool during a power outage is to setup a sanctuary in your own modern day cave. Since heat rises, and cool air naturally collects downstairs, your basement can be a life-saver during a heat related emergency.

They Hung Wet Sheets


For thousands of years Egyptians would hang damp sheets and linens in doorways and windows. These damp sheets would help cool their homes through evaporation and turn an arid desert breeze into an early mist machine.

Down south, people not only hang these wet sheets in doorways, they sleep with them. Before bed, try dipping your sheets in water and then ringing them out so they’re not dripping wet. Throughout the night the wet sheets will continue to evaporate, cooling the air around you.

They went Swimming.


The Great Bath, built over 5,000 years ago in Sindh, Pakistan is one of the earliest public pools in the ancient world. Throughout history people have used these public water tanks for bathing, and more importantly staying cool.

In the 1930’s, the construction of public pools skyrocketed in America; and between 1933 and 1938, almost 750 municipal swimming pools were built throughout the country.

Even if you don’t have a pool, sitting in a small plastic children’s paddling pool or soaking in a bathtub filled with cool water can help bring down your body temperature. For about $10 you can buy one of these pools and stash it away for a hot summer day.

Some other Ideas for staying cool Without AC.

Have a misting water bottle for everyone in your home.

Something as simple as having a couple spray bottles filled with water can go a long way to helping you stay cool during the summer. Simply misting yourself on a regular basis, especially if you can stand in front of a fan or out in a shady breeze, can do wonders for cooling down your body. It can also be a life saver during a situation where you might be getting close to heat exhaustion.

Invest in some cooling towels.

When I was younger, my air conditioning went out on a cross country trip right as I hit the scorching 110 degree heat of the desert southwest. To stay cool, I stopped at every rest stop along the highway and wet down my shirt and a couple of bandanas that I then wrapped around my head and neck. Doing that helped me make it through ten miserable hours of deadly heat, without any ill effects.

Today, manufactures use special fabrics and materials to make long lasting CoolingTowels that can provide a lot of relief from the heat.

Quick Tips:

  1. Invest in some battery operated fans.
  2. Build your own Off-Grid Air Conditioner.
  3. During the day, keep your shades drawn and your windows closed; or, if it’s windy, hang lightweight linens that block solar rays, but still allow a light breeze to enter your home. Remember to wet them first!
  4. At night, open all your windows and let the cool evening air in.
  5. Wear loose-fitting, light-weight, light-colored clothing.
  6. STAY HYDRATED!!

I’ve been working on a book about EMP survival for the past couple of months. It hasn’t been an easy task, since much of what I’m researching involves scenarios that have never happened, or have happened only in third world countries. It’s been challenging to apply those scenarios to the world in which I’ve grown up.

In a weird way, this research has been fun. I feel a bit like Dr. David Livingstone venturing into parts of Africa that had never been imagined, much less explored.

Will my lovely next door neighbors really turn into cannibals, given enough time and lack of food?

Will the gangs and violent predators in the big city nearest me really begin going door to door, as a sort of perverse version of the Jehovah Witnesses, robbing, raping, and killing or will they end up killing each other first?

If well-prepared preppers have the perfect bug out location, equipped with every survival supply possible, how will they get there if the electromagnetic pulse has destroyed the electronic-based engines in their vehicles?

The approach I took to preparedness and survival in my first book,Survival Mom: How to Prepare Your Family For Everyday Disasters and Worst-Case Scenarios, was all about common sense. My goal was to equip the average mom with information, checklists, and strategies for surviving the typical natural disaster, medical emergency, or job loss.

My second book is different. So far, it contains a lot of doom and gloom just because of the nature of a post-EMP world. However, it’s made me think twice about the predictions found in most EMP survival novels. I believe that desperate times encourage and, in fact, create just the type of environment that breeds innovation. In a post-EMP world, many communities may never need, or want, to go back to old systems once new and better ones have been devised.

Human beings are damn smart when they need to be.

That’s where, you, the moderate prepper can play an important role. Take practical steps now to prepare for everyday emergencies but also keep in mind that worst case scenarios are entirely possible.

Congressman Urges Protection for Power Grid: EMP Attack “Could Bring Our Civilization to a Cold, Dark Halt”

When it comes to an EMP attack, the question remains “when” not “if” the SHTF. Few other scenarios hold as much potential for disaster and disruption to the lives of everyone in society. At a moment’s notice, 300 million Americans could be made instantly desperate – and even likely to die in the aftermath. A single event could easily be enough to take down the power grid and render inoperable all the computers and electronic tools that individuals, businesses, banks and governments all rely upon.

Arizona Congressman Trent Franks recently reintroduced a bill intended to provide better security for critical infrastructure, with particular emphasis on the threat posed to the power grid by an EMP – which Rep. Franks points out could occur either naturally from a solar flare or by way of a targeted man-made weapon.

In reintroducing the bill this week, Franks said, “The Department of Homeland Security has the specific responsibility to secure the key resources and critical infrastructure in the United States, to include power production, generation and distribution systems. Yet thirteen years after this job description was enacted, our nation’s most critical infrastructure — and the systems that more than 300 Million Americans depend upon every day for basic activities — are still vulnerable to large scale blackouts.

“Anyone who understands how critical our power grid has become in modern America to feeding our families or keeping our children warm will understand why this act is so crucially important. The Critical Infrastructure Protection Act will enhance DHS threat assessments for geomagnetic disturbances and electromagnetic pulse blackouts which will enable practical steps to protect the vital electric grid that serves America….”

The electromagnetic pulse (EMP) resulting from an extreme solar flare or a targeted nuclear blast has the power to single-handedly wipe out the electric grid, and permanently disable nearly everything hooked up to it, from computers to electronic devices and much more.

Back in September, Frank layed out the consequences of an EMP attack:

Our entire American way of life relies upon electricity and electronic technology. Our household appliances, food distribution systems, telephone and computer networks, communication devices, cars, airplanes, factories, power plants, bank ATMs, even water and sewage plants could potentially grind to a halt without it. Moreover, while much of our critical military hardware is shielded against EMP, our military relies upon our largely unsecured civilian grid for more than 90 percent of its electricity needs in this country without which it cannot affect its military mission.

According to experts, including Dr. William Graham, who was the White House science adviser during the Reagan administration, an EMP attack over the continental United States could render 70-90 percent of our population unsustainable.

Rep. Franks is urging legislation on the basis that Homeland Security is charged with protecting America, yet unable to do so. Failing to guard against an EMP means a threat to civilization itself:

“Passage of this legislation will help the United States prevent and prepare for such an event by including large-scale blackouts into existing national planning scenarios… Most importantly, it requires specific plans for protecting and recovering the electric grid and other critical infrastructure from a dangerous EMP event.”

Continuing, Franks said, “There is a moment in the life of nearly every problem when it is big enough to be seen by reasonable people and still small enough to be successfully addressed. Those of us across America live in a time when there still may be opportunity for the free world to address and mitigate the vulnerability that naturally occurring or weaponized EMP represents to the mechanisms of our civilization. This is our moment.”

However, it is unclear whether or not Frank’s legislation would be practically effective in protecting the grid, nor is it clear whether or not it will become law. A previous version of his SHIELD act passed the House but stalled in the Senate.

Franks echoed the sentiment of former CIA director James Woolsey, who warned that an EMP “could bring our civilization to a cold, dark halt.” As Forbes notes:

Congressional studies quoted by Woolsey estimate that two-thirds of the population would die of starvation, disease, exposure or violence related to social breakdown in the first twelve months alone.

And to make matters worse, we would never even know what hit us, because we would have no means to investigate, to say nothing of respond. Just darkness.

What can you do about the potential coming collapse of civilization?

“Island yourself” from the central grid… that’s former FERC chief John Wellinghoff’s advice to individuals – preppers if you will – for surviving any grid downs that could occur from an EMP, a cyber-attack or other event powerful enough to interrupt the highly vulnerable primary grid.

People are beginning to understand that they need their own onsite capabilities to island themselves from the grid. That’s because the grid’s external vulnerabilities will continue to be a problem until we do have substantial amounts of distributed generation. I have a solar photovoltaic system that provides 100% of my power needs. I am looking into how I can island myself off the grid. But it is not just me, the military is moving toward micro-grids at all of their bases because they understand the vulnerability of those bases to outages.

In the longer term, Wellinghoff hopes that distributed grids will become a major component of the solution – decentralizing power production at the local and regional level so that system-wide destruction of the main grid would not interrupt local power service. Likewise, targeted attacks on hundreds or thousands or distributed grids by an enemy could occur, but would be unlikely to derail all the power at once.

These distributed grids could generate power through any practical means – conventional sources of natural gas or coal, they could use solar, wind or newer methods of renewable energy… the point is that they are independent and scaled to individual communities (or even individual homes):

The key is that they are located within that particular sub-region and can run even if the there is some cascading failure throughout the main grid. Solar is a good example. If everyone had solar panels on their respective roofs then we could adequately disperse power generation in such a way that it makes nodes practically irrelevant. It is easy to hack into a node and cause it to malfunction but it is basically impossible to hack 10 million solar power systems.

Preppers can take special note here: when major figures in government, science and national security are sounding the alarm over the threats of an EMP attack and the looming failure of the grid, it is high time to make a backup plan:

That is, make preparations to survive with no power or electricity during a short or long term disaster, make plans to protect major equipment or backups with a faraday cage, and, if possible, make or adapt plans to generate at least some electricity using off grid or ‘distributed grid’ networks.

Without picking any favorites, solar may be the most practical option for individuals at this point in time, though solar panels can be quite costly. Anything else that works is also a good option.

Nevertheless, be warned that this could literally happen at any moment. Extreme space weather may be capricious and occur without warning, while those who would benefit from sowing chaos and disaster over the civilized world – or those who seek to gain power in the aftermath of disruptions to ordinary life – could unleash an electromagnetic pulse that would effectively pull the plug without any given notice.

American Black Out – National Geographic

This has been out for a while. I finally got around to watching it totally.

There are some lessons are in there; or there is at least a good reminder of the importance of preparing.

If nothing else it’s not a terrible show to watch.

It did bug me how the one survivalist is a complete goober.

Can Iran Turn Off Your Lights?

Online security company Cylance released a report last week showing that an Iranian cyber-espionage operation “Operation Cleaver” had successfully breached U.S. and foreign military, infrastructure and transportation targets. The report claimed to confirm widely-suspected Iranian hacks of the unclassified Navy Marine Core Intranet system, NMCI, in 2013. It describes (with explicitly naming) more than 50 targets around the world, including players in energy and transportation.

But is the Iranian cyber threat overblown?

The tactics detailed in the report show an escalation of Iranian hacking activity, which the report’s writers, in several instances, refer to as rapid.

“We observed the technical capabilities of the Operation Cleaver team rapidly evolve faster than any previously observed Iranian effort. As Iran’s cyber warfare capabilities continue to morph the probability of an attack that could impact the physical world at a national or global level is rapidly increasing. Their capabilities have advanced beyond simple website defacements, Distributed Denial of Service (DDoS) attacks, and Hacking Exposed style techniques,” the report states.

The Operation Cleaver team found vulnerabilities in the Search Query Language or SQL coding in various target systems and then used those SQL vulnerabilities to inject secret commands into back servers (a tactic called SQL injection). They were then able to upload new tools into the systems allowing for more data theft and access. The tools enabled the hackers to capture a wide number of administrator passwords (a technique known as credential dumping) and even log keystrokes on affected computers.

Among the targets were some 50 companies in 16 countries, representing 15 industries including “military, oil and gas, energy and utilities, transportation, hospitals, telecommunications, technology, education, aerospace, defense contractors, chemical, companies and governments.”

The report’s most dramatic assertion appears on page 5, “Iran is the New China” it declares.

But is it true?

The Not-So-New China of Cyber-Attacks

Speaking before the House Intelligence Committee last month, Vice Admiral Michael Rogers, the commander of U.S. Cyber Command, said that China and perhaps “one or two others” could effectively blackout portions of the United States. “It is a matter of when, not if, that we are going to see something dramatic.”

What does “something dramatic” look like? In a word: dark. “If I want to tell power turbines to go offline and stop generating power, you can do that,” Rogers said. “It enables you to shut down very tailored parts of our infrastructure.”

Rogers declined to mention which “one or two others” had the ability to turn off your lights, but Iran’s burgeoning cyber-capabilities occupy a growing portion of Roger’s job.

In 2013, when hackers within Iran attacked NMCI, it was Roger’s job to fix the gaps, an issue that members of the Senate Armed Services committee asked him about during his 2014 confirmation hearing. At the time, he said that NMCI was “properly architected and constructed against external cyber attacks.”

Other cyber hawks have been more eager to play up the Iranian threat. House Intelligence Committee Chairman Rep. Mike Rogers, R-Mich., speaking to The
Washington

last month, noted, “We have seen some very, very devastating efforts on behalf of Iran.”

To understand what those efforts may be, it makes sense to consider the history of Iran’s cyber capabilities.

In the 2009, as the Green Movement was fomenting popular resistance the Iranian government, the formation of the “Iranian Cyber Army” marked “a concentrated effort to promote the Iranian government’s political narrative online,” according to OpenNet Initiative’s 2013 analysis of Internet Controls in Iran from 2009-2012. The Army attacked news organizations and opposition Websites within Iran with great success.

Around the same time, the pro-government Basij paramilitary organization launched the Basij Cyber Council, which recruited hackers to develop cyber attacks and spy on Iranian dissidents through malware and “phishing campaigns” where victims were lured to fake websites and tricked into surrendering information. Not long afterward, Iran’s pro-government hacker community turned its attention outward.

The most severe attack that can be linked to Iran was the 2012 “Shamoon” attack against Saudi Arabian oil company Aramco. It emerged from a shadowy group called the “Cutting Sword of Justice” and effectively took out 33,000 Aramco computers, erasing the data on the hard drives. Then-Defense Secretary Leon Panetta called it “a significant escalation of the cyber threat and they have renewed concerns about still more destructive scenarios that could unfold.” Escalation sounds troubling until you consider the baseline state from which said escalation ascends.

Here’s what Shamoon did not do: affect any of the computers that actually controlled vital mechanical processes at Aramco. It did not cause any industrial accidents and did not shut down oil production. The attack was costly, caused inconvenience on a large scale, but was not a black-out attack.

“There was nothing about Shamoon that was sophisticated. In fact, Shamoon was only 50 percent functional according to one of the labs that I spoke with,” Jeffrey Carr, CEO of the cyber-security firm Taia Global and the author of Inside Cyber Warfare: Mapping the Cyber Underworld, told Defense One.

The level of technical expertise displayed by Shamoon, and hinted at in the Cylance report, suggest that the sophistication of Iran’s cyber capabilities has not reached that of China or Russia or the United States. SQL injection hacks can be severe but are not exotic. The attacks detailed in the Cylance report also make use of a widely known security bug, the MS08-O67 flaw in Microsoft Windows.

Today Is Not Zero-Day

Cylance claims that they uncovered “only a fraction” of the systems that Operation Cleaver likely targeted. But as Dan Goodin, writing for Ars Technica, reports “there’s no evidence any zero-day vulnerabilities were exploited.” That suggests that the gaps Operation Cleaver took advantage of are fixable at relatively low cost.

So-called zero-day attacks exploit new classes of vulnerabilities in systems, vulnerabilities for which there is no effective patch. When a zero-day attack occurs, the security team has “zero” days to come up with a solution a very novel problem. Stuxnet, the worm that effectively shut down the Iranian nuclear refinement centrifuges in 2010, was a zero-day weapon and actually did succeed in shutting down vital mechanical processes outside of cyberspace.

Hackers within China are practiced at zero-day attacks, including a reported global attack against shipping interests occurring in July. That attack, while sophisticated, amounted to little more than industrial espionage, which fits with China’s modus operandi.

China vs. Iran: Differing Capabilities and Motivations

Therein lies the big difference between China and Iran as a cyber adversary. China is more capable and more focused on narrow objectives, which Cole defines as “stealing intellectual property and national secrets primarily to give itself a competitive edge in competing in the global market.”

Government officials have echoed that view. Speaking before the Senate Intelligence Committee in January, James Clapper, the Director of National Intelligence, said “China’s cyber operations reflect its leadership’s priorities of economic growth, domestic political stability, and military preparedness.” Read that to mean a likely continuance of data theft, not terrorist acts that could damage both economies.

Iran, as a cyber adversary, is both less capable and more bellicose than China. The Iranian economy, unlike China’s, is largely divorced from that of the United States. And Iran was the only nation to actually suffer a catastrophic cyber attack, for which it blames Israel and the U.S. As a result of these and other factors, Iran may have more of a will for cyber-mayhem even if it lacks the most dangerous tools.

In this way, Iran is the perfect cyber adversary for Washington’s hawks to rattle sabers against, and the rattling is becoming more frequent.

Speaking to The Hill’s Cory Bennett on Nov. 22, Rep. Rogers speculated that a breakdown in negotiations between Iran and the United States on an upcoming nuclear deal could compel Iran to attack water and oil and water systems in the United States.

“As soon they believe it’s to their advantage to begin again in more aggressive cyber activity toward the United States, they’re going to do it,” Rogers said. “It would be logical to conclude that if the talks fail completely, they’ll re-engage at the same level.”

The deadline for a deal passed—peacefully—two days later, with the parties agreeing to a seven-month extension.

“Are they the new China? At this point they haven’t shown us enough capability to overshadow the continuous attacks of various levels of sophistication from China,” Tony Cole, the global government chief technical officer for the cybersecurity group FireEye told Defense One. “They might be simply showing the world that they have a capability at this point in the cyber arena or it could be for more nefarious purposes where they plan on creating a cyber attack to have a kinetic and damaging effect in the real world. We hope it’s not the latter.”
